Make distinction between pending and approved follow request in the notification area

When receiving a follow request, the message in the notification area was always "XYZ followed your library ABC", even if the Follow request wouldn't have been accepted yet. This MR fixes this and now 2 different messages are displayed, whether the Follow request is approved or not.

I didn't add a changelog fragment, as it's a very small fix.
