Following the work done in !504 (merged), this adds a brand new API and UI to browse accounts (=ActivityPub actors, both local and remote).
This UI is read-only but write actions will be implemented soon (purge, silence, block, etc.), now we have the base UI. The old user admin detail page has been removed in favor of this UI.
