chore: add prettier pre-commit hook NOCHANGELOG

jooola requested to merge jooola/funkwhale:pre_commit_prettier into develop

I didn't formatted the files yet, I would like to prevent rebasing / formatting the files again and again. I'll do this once the other pre-commit hooks are merged.
