Overhaul moderator documentation

Ciarán Ainsworth requested to merge overhaul-moderator-documentation into develop

Following on from !1452 (merged), we need to update the moderator documentation in line with the user documentation.

The moderator documentation needs to be updated to address the following:

  • Create shorter, more specific content.
  • Make the language easier to read and understand.
  • Maintain a consistent style.
  • Use Markdown rather than RST.
  • Set up redirects
