Tauri Application MVP

This is a description of the first iteration of the tauri App. Its part of #2089 (closed)

In the first iteration we want the following things to be implemented:

  • Automated builds in CI
  • Wrap the frontend in tauri
  • The application starts and runs and shows the instance selection screen
