Clarify instructions for creating a user in Docker install docs

As mentioned on Mastodon, our Docker documentation isn't clear about whether users should create a new user for a Docker installation, so it comes across that they should use a root account. We should discourage this and give them all the instructions they need to create a Funkwhale user to manage their containers.
