Added statutes (french and english)

This is based on https://pad.funkwhale.audio/statuts, (I've updated the dates / addresses here by the way). @gordon did it match the copies you printed exactly or did you have to make some fixes/corrections that were not reflected on the pad?

My suggestion is that from now on, we use the version published on the website as the reference (because it will be versioned in Git).
