Update dockerfile with latest build values

I've updated the Dockerfile to use the latest sdk version and command line tools, I have run the pipeline using the required variable, the docker image seems to have built, see here: https://dev.funkwhale.audio/funkwhale/funkwhale-android/-/pipelines/26848.

@georgkrause: Just to be sure, can you do a quick review so that I don't miss anything and merge if ok?
