Resolve "Show 'description' of libraries in card"

This Merge Request includes:

• A changelog fragment (cf https://docs.funkwhale.audio/contributing.html#changelog-management)

This will do the following:

• Show library descriptions under the library for both local and remote libraries
• Wrap descriptions to prevent long links from going over the border of the card
