[EPIC] Report option on everything

So, this is the last big %0.20 feature, and I'm starting the work today. Let's discuss the technical steps here:

• Report models (with support for reports types, and account-less reporting for DMCA-like takedown requests) (!848 (merged))
• Moderator workflow to handle reports
• Moderator notes system to attach to reports (to describe actions, etc.)
• UI to create reports (on user side) from pods, users, tracks, albums, avatars, album art, playlists, libraries
• Report federation, option to disable federation from specific pods
• Anything else I forgot

So, quite a big task, but we have to start somewhere ;)
