Testing of the upcoming 0.17 release

Already reported issues:

• Library quota progress bar is not accurate (@troll)
• Library showing "1 track" even if empty (@troll)
• Old "import batches" links still showing up (@Tuxicoman)
• Upgrade scripts crash with empty actor error (@kaliko)
• Playlists are not playable anymore (@troll)
• Uploading when quota is reached is not stopped (@Bat) -> Will be handled in a separate issue (https://code.eliotberriot.com/funkwhale/funkwhale/issues/550)
• Remove import requests-related stuff (including footer) (@kaliko)
• Remove obsolete setting from UI
• Make install_os_dependencies.sh smarter
