Docker dev setup is broken

Steps to reproduce

Follow the instructions of Develop using Docker documentation.

What happens?

Several errors:

• Modules not found when building
• Dependency conflict
• Css won't load on administration pages
• Fake data is not displayed

What is expected?

A working development environment with Docker.
