Error: pg_config executable not found.

Steps to reproduce

  1. I follow the Quick Install.

What happens?

In short, an error occurs during installation, with this last line as a result:

Command "python setup.py egg_info" failed with error code 1 in /tmp/pip-install-7c844kp6/psycopg2-binary/

This is the full install log.

What is expected?

Funkwhale is installed without errors.

Context

I tried to install Funkwhale on a freshly setup Debian Buster with no extra software, on a Raspberry Pi 2B+.

Funkwhale version(s) affected: 1.0.1

After following the specific Debian and Arch Linux installation, the install moves on happily.
